Velma Dinkley
The smartest member of the Mystery Inc gang, Velma Dinkley is a teenage empiricist. She's a dedicated investigator, insistent on finding evidence and facts to solve mysteries.
Unlike most the rest of her team, Velma is a sceptic. Her first reaction isn't to blame spooks or ghouls or zombies. And, by the way, with the number of times the team has thwarted an old man in a mask pretending to be a ghost, the rest of the group shouldn't jump to conclusions either!
Velma reminds me of Marge Simpson, in that when I was a kid I was drawn to the flashier characters (Bart and Shaggy) and I as I grew up I realized that I was sleeping on the best of the bunch. Velma may take a few knocks with her constant glasses-losing and old fashioned lingo, but the group really wouldn't exist without her.

While the rest of the crew jumps to conclusions (g-g-g-g-ghost!), Velma is always looking for evidence.
This is a very fun build for roleplayers.
Unlike so many of the builds on Pop Culture Pathfinder, Velma is built for encounters. She is perhaps the only character so far untrained in both Acrobatics and Athletics, despite a whopping six Legendary skills.
Yes, she gains a damage bonus based on Intelligence against her Leads in combat, but even with that her martial prowess isn't anything to write home about.
So what's she good at? Solving mysteries. And she's better at it than anyone.
The Empiricism Investigator class is meant for Velma. Feat after feat of abilities that make her better at solving mysteries. And for those times when it really is something paranormal, she picks up a Ghost Hunter Dedication to root it out.

Makes sense. Velma picks up more than enough Skill increases with her high Intelligence and Investigator Expertise. The Versatile heritage, then, allows her to gain an extra feat early.
Background
Detective
Was there any other choice? Velma is a detective as far back as she can go, probably solving mysteries as a toddler. The background gives some Underworld Lore, which is handy for an empiricist. Even handier is the Intelligence boost.
Class
Empiricism Investigator
Pursing leads, devising stratagems, clueing in her teammates. Velma is a born investigator.
In particular, the feats surrounding Clue In are particularly useful, allowing Velma to support her allies in and out of combat.
Plus, the Strategic Strike bonus shouldn't be scoffed at, as Velma's intelligence modifier is sky high.
Early on, Velma will also pick up the Ghost Hunter Dedication, which gives her some Occult Cantrips (such as Know Direction) that represent her innate uncanny detecting ability.
Skills & General Feats
Velma is as skilled as it gets, maybe the most skilled build so far. Just don't look at Acrobatics and Athletics
